Job Opportunity: Program Manager, Work Based Learning

ExpandED Schools is a leading afterschool organization that advances educational equity for students from under-served communities across New York City. Founded in 1998 with a catalytic $125M from the Open Society Foundations, ExpandED designed the nation’s first city-wide, publicly-funded system for afterschool programming. Today, through advocacy, research, and program development, ExpandED continues to build the capacity of the NYC afterschool field to address the educational inequities that prevent far too many students from reaching their full potential. 

Now more than ever, under-served students need access to innovative, engaging ways of learning to help them deal with the trauma of the pandemic and racial injustice and make up for lost learning time due to the public health crisis. In the face of remote learning and cuts to city and state budgets, ExpandED is designing online programming, organizing and uniting partners across the afterschool field, and leading the fight for urgently-needed public funding to ensure kids from communities most affected by COVID-19 will continue to have access to a robust public education, whether in-person or remotely.

Purpose of Position

In ExpandED Options, high school students complete credit-worthy community-led courses where they learn a skill and how to teach that skill. Students who complete the program are connected to paid summer internships where they teach their new skills to younger kids

The Program Manager, Work Based Learning will support ExpandED Options partners with program design and implementation. In addition, the Program Manager will play a critical role in implementing a randomized control trial to test the efficacy of ExpandED Options to increase students’ interest and knowledge of STEM, STEM careers, and post-secondary readiness.   The Program Manager, Work Based Learning will work closely with school staff, apprenticeship providers and external partners to support and monitor programming. Priorities for this position are to ensure timely completion of programmatic milestones and assist all partners to foster quality implementation. Program Manager, Work Based Learning reports to the Director of Work Based Learning. 

The right candidate for the role has familiarity working with or within at least 2 of the 3 settings: New York City high schools, career focused out of school time opportunities, or citywide internship programs such as SYEP.

Duties & Responsibilities

ExpandED Options:

  • Develop and/or monitor partnerships between apprenticeship providers, internship providers, and school staff to ensure quality implementation of the program model.
  • Review apprenticeship curricula to ensure alignment with DOE academic policy and curricula standards, and provide feedback to partners.
  • Conduct site visits to program partners.
  • Coordinate and conduct support and coaching visits to implementation schools and partners to provide on-site support, and to observe program quality; meet with school teams (principal, community partners, and educators) to support program implementation.
  • Design and plan quarterly meetings with apprenticeship providers to share best practices, discuss program implementation, and share tools and resources 
  • Support the internship placements of ExpandED Options students and ensure internship providers understand the requirements
  • Participate in reporting and technical assistance activities for the US Department of Education
  • Create and update tools and materials that operationalize best practices for all partners.
  • Approve and monitor program budgets and financial expense reports
  •  Assist research efforts as needed by collecting data.  


  • Work closely with ExpandED Schools’ Communications Team to document and disseminate best practices including blog posts and communication briefs, as needed.
  • Serve as a knowledge-base by providing anecdotal data to shape ExpandED Schools policies as well as the growing field of expanded learning time.
  • Collaborate on special projects, as needed.


  • Commitment to educational equity.
  • Experience building and supporting partnerships between schools, community organizations, and cultural institutions, particularly in a coaching capacity. 
  • Passion for building work-based learning 
  • Bachelor’s degree and at least four years of experience related to working in NYC public schools, afterschool, or with SYEP is strongly preferred. Experience in informal science education strongly preferred.
  • Excellent communication and facilitation skills, including the ability to clearly communicate complex programs to program partners, to share our work during conferences, and to lead high-quality professional learning for educators
  • Excellent planning and organizational skills with a proven ability to execute tasks efficiently and with strong attention to detail
  • Ability to collaborate effectively with diverse stakeholders and execute projects independently 
  • Flexibility, adaptability, and comfort with complexity and change
  • Computer skills in Google Drive, Outlook, Word, PowerPoint, and Excel.
