Strategies for Success: A Plan to Align Out-of-School Time Initiatives with High School Reform

In this paper, TASC and The Urban Assembly propose a more systemic alignment of New York City high school reform effortswith out-of-school time (OST) programs for older youth.

The authors offer new models for high school OST programming to prepare young people for college and the workforce, as well as the following recommendations for coordinating high school reform and OST efforts through public policy:

  • Support OST program models that contain core elements of program

  • Support innovative program models
  • Increase participant funding rate
  • Increase latitude in the number of required OST programming hours
  • Promote closer alignment of OSTwith other programs and funding streams
